Summary of Primary Duties and Responsibilities:
This position will lead a team of reliability engineers devoted to providing reliability engineering services to Westar Energy’s owner operated power plants.  The reliability engineer will originate and develop analysis methods for determining reliability of equipment and processes at all of the company’s energy centers.  The candidate acquires data, performs analysis, and prepares reports that document problems with equipment and processes.  The candidate assists in the implementation of new and revised maintenance practices at all the company’s energy centers.  The engineer will actively participate in the Generation Steering Committees. 


This position will:
• Supervise, lead, train and support a team of reliability engineers.
• Facilitate the implementation of RCM and RCA methods at all energy centers.
• Perform reliability studies to analyze and identify specific areas or equipment needing improvement.
• Actively participate in the maintenance best practices.
• Monitor and evaluate an asset bad actor list.
• Develop and implement changes to equipment maintenance plans based on reliability principles and best practices.
• Advise, provide training and implement changes in computerized work management system methods and practices.
• Provide technical consultation services in the areas of reliability, work and materials management, and business administration.
• Perform studies on equipment and process failures and present details of the analysis, in report format, to plant management.
• Follow company safety and health guidelines and other company policies.
• Perform other work as assigned.


Education and Experience Requirements:

QUALIFICATIONS:

JOB SUMMARY:This position will provide technical lead responsibilities for the development and implementation of a Reliability Centered Maintenance (RCM) program primarily for Electrical equipment and programs at each of the Division’s wastewater treatment plants. They will provide technical oversight, quality control, testing procedures, and certification of plans and documents relating to reliability centered maintenance services supporting Wastewater Treatment Division (WTD) projects and maintenance activities. Project assignments are broad and varied and require extensive analysis to develop and refine an overall scope of work.


JOB DUTIES:

PRIMARY JOB FUNCTIONS:


Assist in the development of a Reliability Centered Maintenance program and prepare to lead and direct cost effective equipment maintenance strategies based on industry best practices including performing complex work involving wastewater treatment and collections systems including; commissioning, project management, program design, economic analysis, reliability centered maintenance practices and the preparation, review and approval of design and contracts documents.
Diagnose and analyze all maintenance data including condition monitoring data to provide appropriate corrective action prolonging equipment life and to achieve or surpass equipment performance metrics. Prepare periodic updates and annual reports to the Operations Manager and other maintenance program stakeholders.
Develop maintenance plans to achieve maximum asset reliability, this includes balancing condition monitoring and predictive maintenance methodologies with traditional preventive maintenance schedules. Develop and lead cross functional teams through Root Cause Failure Analysis (RCFA), Failure Mode Effects Analysis (FMEA) and maintenance improvement strategies to prevent premature equipment failure of critical equipment.
Participate with project design teams to promote “Reliability Design” concepts; and in coordination with Maintenance Supervisors develop the initial recommended maintenance strategy for newly designed and acquired assets. Provides input to all equipment purchases - routine replacements and Capital Projects.
Liaison to capital asset management program. Cooperating with CAMP, produce analyses necessary to determine cost-effective timing of capital refurbishment and replacement. Procure and evaluate condition assessments. Perform life cycle cost assessments.

Supervise staff as assigned. Staff may include a number of subordinate teams or organizational units which may require training, regular feedback and flexible resource scheduling.
Develop expertise in and ability to facilitate Failure Mode and Effects Analysis (FMEA) efforts RCM analysis for critical assets


EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:

MINIMUM REQUIREMENTS:

Bachelor of Science in Engineering or an equivalent combination of education and experience that demonstrates knowledge of the principles and practices of engineering
Knowledge of the principles and practices of cost effective maintenance strategies, such as RCM management techniques and principles, systems operations, and one or more of the following: commissioning wastewater (or other similar industrial) process equipment; or conducting project alternative analysis using “full life-cycle” or “business case” economic cost evaluations for capital projects, including asset replacement decision justifications.
Experience with the design, project management, installation, field engineering, and maintenance of electrical equipment (motor control centers, programmable logic controllers, variable frequency controllers, transformers, switchgear, power metering, motors, controls, Distributive Control Systems, power generation and distribution equipment, Device Net technology, etc., and technology and building components as normally acquired through related experience in wastewater, power, process or related industrial field.
Analytical abilities to evaluate alternative design and maintenance strategy proposals
Demonstrated diagnostic skills. Effective RCM requires the use of tools, data gathering and analysis and personal interviews to determine failure causes and develop appropriate corrective and preventive actions. This involves a mix of analytical ability and interpersonal skills. It also includes the ability to ask open ended questions, engage in brainstorming and conceptualize emerging ideas and potential solutions.

Basic Purpose: 

The Maintenance Planner plans and executes the unit maintenance activities to effectively balance operating reliability against maintenance costs while meeting unit and plant goals for safety, productivity, and customer satisfaction.  The Maintenance Planner provides the daily planning, scheduling, parts procuring, manpower assignments and record keeping for all maintenance activities for specific operating unit(s) while maintaining records on work orders, work order costs, and preventive maintenance programs to assist the Unit Maintenance Coordinator and provide maintenance information, graphs and charts as directed.


Key Result Areas:

Safety, Health, & Environmental – Ensure that all safety guidelines are outlined for planned maintenance work and preventive maintenance work. Develop and maintain in depth knowledge of appropriate company and regulatory rules, procedures, and policies, assure proper execution of all safety related permits required for maintenance activities.  Originate all necessary permits and SPA’s for maintenance activities.

Maintenance – Responsible for managing the maintenance work order process including:  work request approval, prioritization, cost effectiveness, recording labor charges, preventive maintenance, and work order completion.  Provide assistance to Maintenance Coordinator in monitoring the equipment spare parts data accurate and complete.  Assist in providing reports for work history, costs, etc.  Prepare work outline and schedules for both daily and shut down work activities.  Develop and maintain daily, weekly, monthly and shutdown maintenance schedules.  Develop and implement preventive and predictive maintenance programs within MP2 to achieve reliability and cost targets.

Production – Provide reports to Unit Manager for work order backlog, work history for equipment, and preventive maintenance work status.  Coordinate unit maintenance activities with operations by participating in planning meetings to ensure open communications while supporting unit and plant production goals.

Quality & GMP – Be a leader in improving unit quality performance, emphasizing involvement of suppliers of maintenance supplies and services in meeting unit and plant expectations for GMP and quality.

Purchasing – Assist purchasing by biding work and providing proper documentation on scope of work and bid waivers.

Cost Management – Work with Unit Maintenance Coordinator on preparing annual unit maintenance budget.  Monitor spending to meet unit and plant budget goals.  Assist in monitoring maintenance performance measurements such as:  Percent Emergency and Schedule Break Work, Percent Scheduled Work Completion, Percent Completed and Compliance for Preventive Maintenance, etc. by updating and maintaining the information within MP2.

Mechanical Stores – Manage unit equipment spare parts inventory to ensure the quality, quantity, and adequacy are being met while meeting unit and plant cost effectiveness goals.  Write NIFS for any changes or updates that need to be done.  Develop lists of parts required for work assignments and confirm with warehousing as to their availability.

MP2 & SAP Systems – Manage and update the MP2 data for the unit to ensure proper spare parts are listed and history is being kept on unit equipment.  Use and maintain this data base and continuously make changes as it pertains to planning scheduling, analyzing maintenance activities.  Prioritize and issue work orders for all maintenance work while monitoring maintenance backlog at an appropriate level.  Enter request ions for parts and labor on planned and emergency work in SAP.


Selection Criteria:
1. College degree in technical or management discipline or equivalent in education and experience.

The BP-Husky Refining facility (formerly known as BP Toledo Refinery) located in Northwest Ohio, has operated continuously since 1919. Since that time, the facility has undergone numerous improvements to achieve its current capacity for processing 160,000 barrels of crude oil daily. Recently, BP and Husky Energy finalized the formation of two historic 50/50 joint ventures. One joint venture will develop Husky’s Sunrise oil sands field located in Alberta, Canada, and the other joint venture will reposition and operate the Toledo Refinery located in Ohio. As a result, the Toledo Refinery will have access to a reliable source of crude from North America and ensure the refinery’s future for years to come. BP also has large, modern refineries in Texas City, TX; Carson, CA; Cherry Point, WA; and Whiting IN.
